misdeal situation

NL holdem,  2 boxed cards are found in deck stub, is a misdeal called if found in the deck stub, rather than dealt face up? (before the 2 players after the blinds have acted)

Another question which I am not sure about is, if the misdeal is called all money is given back to the players who put bets in in the previous hand. Does the dealer button and blinds stay where they are for the next hand or do they move one left for the redeal?

is a misdeal called if found in the deck stub, rather than dealt face up?
Yes, provided action has not already commenced as you stipulated.

Does the dealer button and blinds stay where they are for the next hand or do they move one left for the redeal?
The Blinds etc stay where they are, it is the same hand of poker, it is just starting over from fresh.
