change on table.... mandatory to color up ?

Hello,

Is there a rule for this case:
- We are in a MTT, on a table a player has all the small chips in his stack (25, 100 and 500 for exemple) and don't want to make change on table because he's superstitious (or for any other reason).
The game is blocked because the dealer can't make the change for the other players who are forced to put their big chips for blinds and antes.
What can the floorman decide?

The player's superstition about wanting to keep all of the small denomination chips is superseded by the needs of the dealer and the tournament.

If the player does not cooperate with the dealer in the process of making change for the other players, a floor person or tournament director shall make change for the other players at the table from the small chips in the player's stack.
