BB all-in less than BB pre-flop; Opener for less than BB post-flop; needed?

Should the TDA clarify this in the TDA Rules or is it well-enough handled in the conventional rules?

I think this should go without saying.  I almost feel like adding it to the rules might even cause confusion because it should be an automatic.
