Sitting after the first card is dealed

Hello!

In a poker tournament:
Player A has placed his SB
Seat B is free
Player C has placed his BB
The dealer only deals the very first card to A and at this moment a player comes to sit at B.
What is the procedure:

1) The first card being given, the deal has started, B does not play and C remains BB?
2) B must place the BB and play and C recovers his BB and will be UTG?

I deal in a bar league where we keep it friendly. I'd be using option 2. Hell, I'd even back it up if seat C did get a card.

But official TDA rule/procedure? Dunno.
Superstitions are silly, childish, irrational rituals, born out of fear of the unknown.
But how much does it cost to knock on wood?

I was looking over your old post and I thought you might like this.

BUYING THE BUTTON

  Buying the Button: There are two possible situations when a player can buy the button:
      #1  You miss your big blind and return to your seat. While you were gone, the player to your left was the BB. You will post a dead small and a big blind. The next hand you will have the button and the hand resumes as normal.

       #2  The button is in seat 1 the SB is in seat 2 seat 3 is vacant and seat 4 is the BB. On the following hand a new player is seated in seat 3 and buys the button!. That's it!

Buying the button is all well and good - for cash games. I assumed this question was regarding tournament play.

For the record, in my pub league, we try to stick to TDA tournament rules, but this is the type of situation where we revert to cash rules. All in the name of keeping it fun and friendly.

For the record, many poker rooms use the rules described in that link for the blind positions, but don't actually move the button to the empty chair.

That was my practice as well in my pub league, until I saw the button moved to an empty seat in Las Vegas and asked the dealer about it. He said it's called the "dead button" rule - it helps him remember who the blinds are in that situation.

Buying the button is only for cash games. If a player is sat between the SB and button they can post both Small and Big and be the button next hand.

That is not an option in tournaments - if you are sat between SB and button you are not dealt in.
In tournaments you 'assume' the position (unless you're balancing)
If a late reg/broken player comes, and it is a dead SB, they sit and become the SB
Same thing if a late reg/broken player comes and its a dead button, they sit and they are the button.

In the scenerio that Guillaume posted - 'technically' the hand has started because the dealer started the pitch, but I would absolutely 100% have the incoming player be the BB.
We penalize players for the exact opposite - dodging blinds. If we didn't have him come in on the BB, not only are we pretty much forcing/encouraging him to dodge the blind, but now he will have to wait several hands before he can play.

I have had experience in past tournaments when players are eliminated and tables are broken and the best solution is to redraw seating and establish a new draw for the button.  Who gets the blinds after multiple players are eliminated in the same hand, or when players are forced to move to another table.
In these situations, it could be possible that any player might get the BB even though he posted the blind in his last hand.

I'm ok with the 'technical' official rule, player in B doesn't play this hand and the next one when A has the button and C is the small blind.

But I clearly understand the 'option' to let B come in the game as Big Blind, coming immediately in the game.
