Delcared raise not heard by dealer, then substantial action

Hi guys
here is the situation:
on the flop (it's not important), player A bets 500, player B declares "raise 1000" and tosses a 5000 chip into the pot, but the dealer did not hear him.
Then substantial action occurs (call 500 - call 500 - call 500).
Then floorman is called at the table.
How do you act in this situation?

Before I can respond, I need to know which players did hear Player B say "Raise".  Also, is there some particular reason the dealer did not hear the player?  If nobody but Player B heard him say "Raise", maybe somebody is trying an angle here?

Any other details would be helpful.

The cleanest solution here is to say Player B did not make his intentions clear and rule his action a call. It's on him to do so per TDA Rules 2 and 40. In fact his responsibility to make his bet clear is the only rule that's underlined in TDA.

Also there is a clear ascendancy of the idea that when bets are unclear, they stand at the lower amount... basically an expansion of Rule 49 on Unclear Betting.

Lastly the guy didn't speak up immediately when the first player called 500 to his left, hence he failed to defend his action (a responsibility under TDA Rule 2).

Too much action under the bridge, best to rule Player B as a 500 call with a 5000 overchip.

 I have to agree with Mike, also. Obviously all of the players and the dealer missed Player B's raise. Too late to back it up, he gets 4500 change. By the way, two 500 calls would have been enough for substantial action.
