 I don't understand, what you don't agree with. If you find what you're looking for, I'm sure that the all-in player had less than the required amount for the BB. That is the only way that the other players would be required to bet at least the size of the BB. Example; blinds 100/200. Player in BB position is all-in for 150, the next player has to bet at least the size of the BB (200), if he wants to call. If others follow, they are required to also call the minimum (200), unless they are facing a raise. If there are multiple players in the hand, there will be at least one side pot. Is there anyone that would like to comment further? Perhaps I am missing something.
