Running a PLO Board two times at a ten-handed table

So, what do we do? 10 players is 40 cards, plus 3 burn cards and a full board is 48 cards. How can we run a full board a second time in the unlikely event of an all-in pre-flop pot?

Well, if it's your own home game with you are using your own rules (not TDA) then you can do anything that you like.  For example, if you decide to run it twice after 40 cards have been dealt, perhaps you should agree not to use burn cards?  In that way, you have 12 cards left and will only need 10 of those.  That would leave you an extra 2 cards, just in case you decide to run the river 3 or 4 times!  :)
