Player called before chips released by opponent.

Player called before chips released. The decision from Matt would conflict with most TD's. I remember Jack McClleland allowing players to move way forward, beyond the bet line, cut out checks and return the remainder in hand!" I was not in agreement but he said.."as long as the chips were not released, they could be retracted." Besides, the TDA already has a rule that governs this: #37B.
"Players should wait for clear bet amounts before acting...."
