as should proseder?

all in player A, player B raises. B do not see the all in.
 B income not the chips.
 B must pay all in? B can fold?

do not speak English very well Sorry

Hi David,
Player B said "raise" and should have to raise more than the all-in.  Player B must put the chips in.  If there is only two players he can not fold and must finish the hand. 
He can only fold if someone else (Player C or player D raises) but the chips stay in the pot.

Welcome David21,

 I hope I'm understanding your question. First I will assume you are playing no limit, because if it is a limit game Player B might not have an option to raise.
If only Players A & B are in the hand (heads up), Player B must call the all-in. If multiple players, if Player B said "raise," which you did not indicate...he might be held to a minimum raise. He will not be allowed to retract his call no matter what Player's C or D do.
