Balancing Tables Using a Late Arrival Stack

About an hour into the tournament the TD comes over to move the next BB to another table.  However, as that player had not yet arrived, the TD decided to move the UTG.  I think this unfairly disadvantaged the UTG who had been playing at that table for an hour.  What do you think?

Just to clarify, this "player who had not arrived yet" is it a purchased stack of chips or is it a dead stack that you have on the table hoping someone buys in late and then you will assign it to him? 

If this is a purchased stack and the person just hasn't taken their seat yet, it is a live chip stack and is treated the same as if a player was sitting there and just folding every hand.  You should move this stack if it is the next big blind.

If it's a "dead stack" then you should change your rules right away.  The TDA voted unanimously to eliminate the use of dead stacks for late entries at the 2013 summit. A player who buys in late will be sold a full stack at the time of entry, so he shouldn't have any blinds taken off the stack.  Just to clarify on that, if he buys in the TD should put that stack in play at that time since he is holding a seat for himself and blinds should be taken off in turn, but if no one has paid for a stack of chips it shouldn't be on the table.

It was a live purchased stack.  The club does not use dead stacks.  Thanks for the response.
