Unclear or inappropriate betting vernacular: can a blanket rule apply?

Example: what if a player declares "complete" when completing a bet is not an option?

Should these actions be ruled the least action possible? The next possible "full" action? Is there a time when asking the player to clarify his action is appropriate and when it is not?
