re-entry tournament waiting list

dear all
i have a question about the re-entry tournament with tournament cap players.
when you reach the cap and there is a waiting list, who has the priority to register a re-entry or a player on the waiting list?

After seating capacity is reached and a waiting list is created - whether it be a new entry or a re-entry - waiting list takes priority.

The purpose of re-ENTRY vs re-BUY is that in a re-entry you treat all entries equally.  New player, re-entry, late entry, alternate all follow the same order.  If a player is eliminated from a tournament, he must leave the table.  If he wishes to enter again, he does so as a new player.  If there was someone on the alternate list, he would have already taken that player's seat, basically.
