Title: Revisiting OOT Action rule to limit abuse risks

Several questions have been raised on this subject:

1: Should the TDA revisit the idea of limiting OOT Action options as per RRoP? i.e. a player "calling" OOT can only call or fold when the correct action is backed up, he cannot raise, etc.

2: Can language be found to allow binding OOT Action in situations where the TD determines the OOT player is running an angle?... i.e. is deliberately acting out of turn...

3: Is anything specific to OOT action heads-up needed?

Revise 1. to also include "checking" out of turn.
