Title: The Definition of Significant Action

My search-fu seems to not be up to task, but either what is your definition of significant action or what (and where) is the TDA definition of significant action.

Ever since Thomas released ROPE, it has been most helpful in the fact that he can expain the meaning / point of any particular rule.

Having said that, he defines Significant Action as:

From R.O.P.E. GlossarySubstantial action: Term used to define when and if a error can be corrected. Substantial action is 2 actions involving chips or 3 total actions. Also called significant action.

What does it mean 2 actions involving chips? A bet and call,  a call and bet, 2 subsequent calls, a raise and call, a call and raise,  a raise and another raise.

What does it mean 3 total actions? It means a bet and 2 folds, 2 checks and  a bet, 3 checks  (after flop).

As noted by chetthe dealer is part of the action, because in a heads up situation, if both players check and the dealer raps the table that concludes the action. That's 3 total actions. Player 1 checks (action #1), Player 2 checks (action #2), Dealer raps (action #3).

Now I understand that it is possible for a player to be skipped being in late position with less than 2 players behind them and under the strict definition that would not constitute "Substantial Action". However, the dealers rap supersedes the rule by notifying all players that the action has concluded and that the dealer is about to deal another card.

And this is one of the best definitions of significant action that I have seen.  It is easy, and can be consistently used. 

There are a couple of the rules of TDA and RROP that seem to have different or vague definitions of significant action.  This is the one that I am going to use from now on until TDA puts something more concrete in their rule set (hopefully this or something close)

I agree that the TDA should consider a way to better define substantial action (or significant action). the definition used in R.O.P.E. is similar to what we always used from the LVH Rule book: I will submit the definition of substantial action from the Las Vegas Hilton Rule Book. Notice the mention of the dealer:

 "SUBSTANTIAL ACTION" MEANS EITHER THREE PLAYERS ACTING , OR TWO PLAYERS ACTING BY PUTTING MONEY IN THE POT. THE DEALER COUNTS AS A PERSON IF HE HAS CONDONED THE ACTION.

Dave the only part of your great post that I would question is;.... the dealers rap supersedes the rule by notifying all players that the action has concluded and that the dealer is about to deal another card. I believe that there is still time to stop the dealer from continuing, if a player were to be skipped, so I don't think the "rap" concludes the action.

I personally don't mind whether the "Rap" is classed as action or not. I just want conformity :)
