Title: Player absent, dealer skips on the deal

I know that mis-deals should be avoided to the maximum extent possible, but what about the following:

1.  Full table (10 players)
2.  Button is on seat 2,
3.  Seat 3 is SB and seat 4 is BB.
4.  Seat 7 is absent.
5.  Dealer skips seat 7 entirely, deals cards to only seats 1-6 and 8-10.
6.  Before seat 5 can act (UTG), it is brought to the dealers attention that seat 7 did not get cards.
7.  It is unknown whether any players have looked at their hole cards.

Question:

What is the correct resolution:

A.  Seat 7 (which is a dead hand regardless) gets the top two cards off the deck, which would preserve the integrity of the flop, etc. OR
B.  Dealer declares a mis-deal, OR
C.  ?????

 Before substantial action...I call for a misdeal.

Ditto.

And after substantial action, play it out without changes. IE, don't kill cards to preserve the board.

First two answers are both completely correct.
