Hello,
I know the new TDA RULES won't be updated until some delay but I really would like to kow if during the last summit the TDA had a discussion about the Substential Action?
To be clear:
CHECK + BET
or
FOLD + CALL
Are substantial action or not?

Substantial Action (Rule 35 in the 2013 Rules) is discussed from 1:29:40 to 1:35:00
No change was made to the language of the rule in 2015.

Above is the rule that the TDA adopted at the 2011 Summit, despite isolated comments that got it wrong initially, and Version 1.0 that was published with the wrong language.
You can clearly see the following listed as substantial action: "a fold and a call". To get to the bet and fold you have to navigate the torturous language at the end of the rule which gives 3 more SA options: bet and raise, bet (or raise) and call, bet (or raise) and fold.
