PLAY A: INCREASES A FILE OF 1,000 WITHOUT SAYING ANYTHING AND WITHOUT REMOVING YOUR PREVIOUS FILES
THIS IS RISE OR CALL?

I believe that TDA Rules indicate that without a declaration of raise, the oversized chip will only be recognized as a call.
