there is a very simple, but im not sure...

nlhe tournament blinds 500/1000 utg raise 3000 utg+1 calls many folds button is all in with 5300, utg calls then utg+1 wants to re-raise...can he does it???

I will assume that the amounts that you describe are the total amount that the players are putting in the pot. If so, then the answer is yes, because the last all-in bet of 5300 is more than enough to reopen the betting, Small blind 500, big blind 1000, UTG raise 2000 (total 3000) UTG+1 calls 3000, the next all-in raise to 5300 total is more than the amount required to re-open the betting to UTG+1 (the minimum to reopen the betting would have been a total of 5000). The answer is yes.

the 3000 total is 2000 more then the the 5,300 total is: 1000+2000+2300, so is action changing and reopens the betting to all players who have already acted.

lets say if the allin is 4300, what utg+1 can do???raise or just call???

Just call. My earlier post gave mention of the minimum required to reopen the betting.
