There are so many different button rules out there that it is tough to find one that is fair in all situations. Dead Button, Moving Button, Buying the button. It's too difficult to explain some of the scenarios that occur. I do remember, dealing in cash games, nicely asking a player to please wait just one more hand before they change their seat just to simplify things. The moving button is touted as the most fair but, you have a SB on the Button two BB, then two SB and one BB before things get back to normal. That's only if no other players get knocked-out between hands.
I used to insist that a new player post in any position. I didn't like the players that wanted to wait three hands for the button to pass, so he could get a free round. If your name was called, you'd better take the seat and post, or I'd give the seat to the next player on the list. Of course there were times in the wee hours of the morning (when there was no list) I had to bend the rules a little. Whatever you decide, be sure you try to be consistant and your players know how you feel about anyone that tries to take advantage of skipping a hand and coming in on the button. Put it in your rules because if you don't every player will sit out in the SB position and post on the button.
