Dodging the small blind position

About a year ago now I started a thread about Dead button games and houses that use similair rules. At the time there were many new topics involving buying the button. See this thread for details

As we cleaned up some of our rules we decided that a new player could post in the dead smal blind position and the hand would play with 2 BB's. As well we agreed that a new player could join on the button as well. We do not yet allow buying the button. We wound up with an odd situation that we have to curtail. Due to the fact that we allowed players to post to join a game on the button we found that the SB position would leave the table without paying. This causes a dead button and we play with only 1 BB. Same as tournament if we lost the player who would be in that position. So we issue a SB marker to remind that player they must post upon returning. These players would all be sneaky and return on the following hand. Now the dealer button would be in their position and they would owe the SB and be allowed back in the game. Essentially we created a rule where no one would ever be forced to be in small blind position. We will be removing this but my hands are tied right now by the CSPP's (Casino Standard Policy and Procedures) which we submitted to governement and always have a hard time changing. Does anyone know of any other locations that allow this or take no issue with it? Can someone give me a hand in specific language that would help. Any loopholes that you can see? I have access to all house rules and manuals but the CSPP's are off limits to all staff with the exception of the Table Games Manager.

Sorry Spence, I don't have any language for you and I don't mean to start something that will take people off your objective but I am curious about something.  I know that RROP has said that buying the button is out for new players but why would you allow someone to buy the button and come in there instead of behind the button?

I think that allowing a new player to buy the button (the SB spot for price of both blinds) is actually a good thing in that a new player has a chance to get in the game quicker, he has paid full price for the round and he gets to play the button.  Just one of those curuious things for me.

The simple answer is that we wanted a player to be able to join the game no matter what position they were in. We allowed a new player to post on the button rather than forcing them to wait even one more hand.

Gentlemen,
 There are so many different button rules out there that it is tough to find one that is fair in all situations. Dead Button, Moving Button, Buying the button. It's too difficult to explain some of the scenarios that occur. I do remember, dealing in cash games, nicely asking a player to please wait just one more hand before they change their seat just to simplify things. The moving button is touted as the most fair but, you have a SB on the Button two BB, then two SB and one BB before things get back to normal. That's only if no other players get knocked-out between hands.
 I used to insist that a new player post in any position. I didn't like the players that wanted to wait three hands for the button to pass, so he could get a free round. If your name was called, you'd better take the seat and post, or I'd give the seat to the next player on the list. Of course there were times in the wee hours of the morning (when there was no list) I had to bend the rules a little. Whatever you decide, be sure you try to be consistant and your players know how you feel about anyone that tries to take advantage of skipping a hand and coming in on the button. Put it in your rules because if you don't every player will sit out in the SB position and post on the button.

Forward-moving button is the best way if you want to avoid having a player ever having to sit out a hand.

 I can agree with player's not having to sit out but, when multiple player's are eliminated in the same hand, and they were next in line for a blind, it gets difficult to sort out.

 I can agree with player's not having to sit out but, when multiple player's are eliminated in the same hand, and they were next in line for a blind, it gets difficult to sort out. 
I used moving button at my last casino for cash and dead button for tournaments. I like moving button as there is no positional advantage as there is with dead button.

Spence,

 I understand how much you prefer the moving button over the dead button. However, can you explain the blinds when the two player's that posted the blinds on the previous hand are elliminated ? Button at 1 seat, 2 seat SB, 3 seat BB, during current hand 2 and 3 seat are elliminated so button advances to the 4 seat. How do you post the blinds?
