To add to this a little bit:
The Bad Beat Jackpot includes TWO Poker Room locations. Both rooms contribute to the same jackpot.
If hit, the players share 40% is split between ALL holdem players having been dealt in at the time the jackpot is hit in BOTH locations. This isn't as bad as it seems since one location rarely has more than two tables and then only on the weekends. During the week it is unusual for that location to have any game going at all.
The rules say that in order to have a valid jackpot, at least 4 players have to have been dealt cards for the hand that hits.
Now the situation:
Two tables, one no limit the other a 3/6 limit table. The no limit table is full, the limit table looses players and are down to 3 players who elect to continue play. Since there are less than 4 players at the limit table, there is no jackpot drop.
And the question:
Obviously the jackpot cannot be hit at the limit table as there are less than 4 players. HOWEVER, if the jackpot was hit at the no limit table, would the 3 players at the limit table be eligible for their part of the players share?
I will post the answer from the Casino General Manager in a day or two.

Since the table started as a full table, with the jackpot drop being taken out Casino Managements decision was that as long as the table agree to continue play short handed (fully knowing they were NOT eligible to win the jackpot) they are eligible for the player share should the jackpot be hit at the other table.

If the table was short handed and was not contributing to the drop of the jackpot each hand at the time the jackpot hit, I would say the table was ineligible. I would suggest an option in the future for short handed tables -
1. Offer a rake reduction but take no bad beat drop and be ineligible for promotions which were fed by the separate jackpot drop
or
2. Offer a rake reduction and continue to contribute to the jackpot to be eligible for promotions.
Majority decision on whether to keep contributing to jackpot or not. No contribution = no payout, IMO.

If I played all day long and dropped several of my winning dollars in the jackpot drop, I Would argue that I must remain eligible for a players share.
