IMHO, this is closely related to the topic about the TDA developing a rule regarding payout structure.  I think it is a slippery slope that we do not need to include in the rules.  Personally, I don't see where it makes a difference as long as the venue is consistent and doesn't switch from one way to the other and back again. 

Might be another good topic for including in the "recommended procedures", but not as a rule.
